1. It's the person's fault because they should be responsible for their actions, they should be responsible for their actions, they should know their own limits, and they HAVE to know the consequences if they ever get in trouble.
2. It's the location's fault because there's no maintenance from the park rangers, the weather climates change, and there's natural decay of the land.
3. It's the governments fault because they don't put any signs on the trail, no maintenance on the trail, and the government doesn't pay anyone to take care of the trail.
